CSS Specifying HEX Color Codes?

CORRECTION

In my recent posting there was a typo:

256 = 16x16x16

When it is obvious that 256 = 16x16.

i.e. one can use *two* hex digits to represent 256 values for Red, 
Green or Blue, whereas one needs to use *three* for each in decimal.

How annoying to mar what I had tried to make a clear explanation.
