positioning problem

Hello!

I'm trying to work out why this page:

http://eccentrick.co.uk/newthing/png.html

....works fine in Safari and almost fine in IE5/Mac:

( http://eccentrick.co.uk/newthing/page.jpg )

....yet looks awful in IE/Windows, thanks primarily to a shifted footer.

Anyone able to offer advice?
