The hover changes work fine on my windows copy of opera 7.2 and IE 6.

If you want it to appear where you want it, you'll have to position it
absolutely -- IE does not support the fixed positioning so it's treated
as a non-positioned block. You'll lose having it scroll with the page,
but -- chances are the users have a system clock, so they'll survive :)
