Positionning blocks for a weblog

Hi,

I suscribed to this list, because I have lots of problems with my new 
site.

DESCRIPTION : First, I'd like to have all my site centered on the page. 
Second, I'd like to have three blocks side by side. The first one 
extends if there's more text in it (it's a php blog), the second one 
doesn't move (three images), the third one has an inside scroll. Below 
the third one, series of blocks which won't move.

PROBLEMS : 1) The top image won't fix ti the top of my browser
2) The first block (the "blog" one) is made of three elements : a 
header, a body and a footer. And I can't, I can't have them matching in 
every borwser. Depending (Safari, mozilla, Ie), the body is one pixel 
left, or one pixel right... How could I align thelm surely ?
3) Do you think I should "absolute" position them within a big div ? Or 
play with the float ?
4) How can I be sure that the small elements under the third block 
(like the category one on the example) are well positionned ?
5) Should I have a browser detection javascript ?
