The situation is rather complex, but e.g. IE 6 (Win) honors the background
property when set to a <col> element, either in a style="..." attribute or
simply in a style sheet, at least when the cells and rows have no
background settings (i.e. their backgrounds default to transparen).
Whether it _should_ do that is a different issue. See the tests at
