this more of a mark-up question than CSS, but here goes a short answer:
ALT and TITLE are different attributes intended to address different
situations. ALT gives a short or 'alternative' description for images, TITLE
allows you to add a description for any element. ALT is required for
accessibility. ALT doesn't necessarily gets displayed as a tooltip, since
this behavior can be disabled by the user in IE.
Now, in my experience, IE gives ALT precedence over TITLE when both are in
an image or TITLE is present in the parent elements of IMG...
I recommend you to post this kind of questions to lists like EVOLT or
WEBDESIGN-L.
