I'm unable to post to wd-l, so I'll continue the discussion here.

If you need the boxes to vertically align, the only way to solve it is to
use tables, probably nested tables.

If you don't, then I believe there's a solution which involves lots of
nested divs.

This kind of semi-liquid grid based layout begs for tables, so I say you go
for it, and use the tecnique explained at diveintoaccessibility.org to
manage content order.
CSS is better for really liquid designs, where things can reflow.
