[css-d] Rules of CSS

Greetings,

I been spending time at the W3schools.com and in their intro tutorial on
CSS they state the following :

Generally speaking we can say that all the styles will "cascade" into a
new "virtual" Style Sheet by the following rules, where number four has
the highest priority:

1. Browser default
2. External Style Sheet
3. Internal Style Sheet (inside the 'head' tag)
4. Inline Style (inside HTML element)
</quote>

Is this an absolute rule or are there exceptions. I`m just a little
worried about the use of the words "Generally speaking...."
