Of course there's the spec, but personally I use this reference more:
http://www.ncdesign.org/html/sindex.htm
it's nice because it just has the basics. and the page has been up for a
while, so most of the things it covers are actually fairly well supported
by the common browsers. _plus_, it conveniently has one simple table of
contents page.
