AFAIK, 'Old Style' refers to a specific font proportioning style...nothing
to do with lower case, per se. But it's been quite a while since my
typography classes, so I could be wrong. ;o)

As for the tests, I'm confused by the statement "In the following paragraph,
which uses font-variant:small-caps, all digits and punctuation should be
rendered with the character height of the Uppercase letters."
Small caps should actually be rendered at the x-height of the face...which
is typically the height of the lowercase characters minus the ascenders.
I agree with Pauline that the lowercase characters are the ones that should
accept the variant, while upper case characters should remain uppercase.
(So, as she said, I think the test...at least the first one, is correct in
IE6).
For what you want, I think you want to use 'text-transform: uppercase' which
I believe renders lowercase characters as capital letters (not small caps).
