I think some of the time it's from programs like Dreamweaver that do
this automatically.  I tend to create initial CSS files in DW when I'm
laying out / editing a page and then "clean them up" using Notepad.

Though I think (and appreciate being corrected if I'm wrong) that some
older browsers like NN4.7 etc. do not recognize the inheritance of fonts
in tables.  That's why I leave them be, or at least in my separate NN
file,  when checking in older browsers
