on the lower left of http://www.britannica.com/ there is the 
opinion-catcher, that always stays pinned to the bottom, which is, i think, 
what you want.

also, you might be able to hack some of the basic functionality from 
http://www.iht.com although it might be too buried.

this is close:
http://developer.irt.org/script/515.htm , but takes into account the 
required refresh in NN4.*

this looks to be even better:
http://developer.irt.org/script/1200.htm
