Karl,

It seems pretty simple. You'll need to create a design that is not
dependent on CSS in Netscape 4.  Netscape's implementation of CSS is
dependent on Javascript:

"These "facts" explains, among other things, why it is required to have
JavaScript enabled in NS4 in order to make use of CSS at all. All CSS
rendering in NS4x is done through their JavaScript engine to start with."

There have been several posts that have explained how you can work around
Netscape 4 and still use CSS with those browsers that recognize it.
