I'd second EditPlus.  I've found that it's really grown on me.  Well
worth the modest price.

Two decent free editors that weren't mentioned are:

tsWebEditor
http://tswebeditor.net.tf/

and

Crimson Editor
http://www.crimsoneditor.com/

Both have decent syntax highlighting and built in FTP clients
