well, the image 2003header.jpg is larger than 45px high, the height
specified for div #topGraphic, so it's the image that's overlapping,
not the div (they're doing what they're supposed to do). the page looks
'wrong' in ie5/chimera/safari, as one would expect. fixing the height
property in #topGraphic resolves the problem.
