Luc,

You also might want to check out the CSS behind the
International Herald Tribune site -- the navbar on
that site stays static. I think it's dead on, or 
very close, to what you're looking to do.

And, cooler yet, the ad banner that runs just above
the navbar _does not_ stay static at the top.
