Style-from-content-wise, they are. Semantically, they aren't -- you
just need to keep track of when you mean "emphasis" (or really loud
emphasis) and when it's style for style's sake. Technically, for the
latter you should be using a span or something else with CSS -- but I
don't fault anybody for preferring <i> to <span class="italic"> (or
whatever). That's a major pain.
