Yes, probably, but it will be a pain. The users will be able to change the
background colour to whatever they want in some areas of the site - the only way
to change the image dynamically would be to provide a different version of the
image for each colour.
This would be fine (but a pain in the neck to do) if they are only using the 216
web safe colours, however I suspect that they may not stick to it.
