Frankly I would guess that the UA usually makes its own bolds. It's
basically like you said: How is it to know what "bold" means? Futura
with "bold" could mean any one of a score of different weights, not
even bothering to take into account the other permutations (condensed?
book? none of these things have a tie-in with CSS, so without explicit
specification, they might be anything). If I had to guess, I'd say that
most UAs use the available bold weight IF THERE IS ONLY ONE CHOICE, and
otherwise, they create their own.
Just a guess. Alternatively, they might just create their own no matter
what. That would simplify things some.
