[css-d] Background on Cell

I've got an image in <td background="filename">
 
It doesn't validate as html 4.01 strict or loose.
 
It displays in all browsers I've tried.
 
What's a compliant syntax to keep the image in the cell background?  I'm
not sure about using CSS to do the job.  I've got to support NS 4.7.
 
Do I fall back to HTML 3.X?
