Dreamweaver is essentially a productivity tool. It allows folk to work 
quickly through its visual interface. It has a code editor, but that's 
not why people use Dreamweaver - that's what HomeSite is for.

Whilst DW is fantastically extensible, you cannot modify the rendering 
engine. It is the rendering engine that prevents one from working on a 
page laid out with css.

By the time that you've cludged the tool around so that it inhibits you 
less, it ceases to be a productivity tool - just look at the time it 
took. I have no interest in trying to manipulate a fork in order to eat 
soup with it.
