Even as a jaded web surfer of 7 years, I hit a site the other
day (can't remember which one) that had coloured scrollbars,
where it took me about 4 goes to work out that the white part
I *thought* was the actual bar was actually the track, hence
jumping me up and down the page.
I guess the lesson is to make the contrast more obvious, unless
confusion is what you are after.
