[css-d] Undead title atribute in Op7?

I am playing around with css popups, and noticed that
Op7 always has a 'title' popup as well, even tho I 
don't apply one. If I do give a title, Op7 shows that, 
but a blank 'title=""', or no title makes Op7 display the 
link target address. 

Moz, IE, and Op6 don't do this. Is this a beta bug, or a
'feature'? And if so, is there any way to drive a stake 
thru that sucker? It looks bad in competition with the 
css popup.
