Although it's quite small, you can use font-size to enlarge it and 
vertical-align to keep it in the middle of the line.  Note that because you 
have to size it up a fair bit, it will take up a lot of vertical space.  
There is probably a more suitable, larger character.

This wouldn't really work.  MSIE is the only major browser that renders a 
dotted border with circular dots.
