The first hit can be noticable, with the browser refreshing the page
when the stylesheet is loaded.  This depends a lot on latency, and how
long the browser waits for it's first pass.

It may be worth looking at playing with the HTTP headers (e.g. Expires:)
to limit this, and avoid all those If-Modified-Since requests.
