As far as I can see, he's right.

  Getting styling to work with form controls (such as select, input, etc) 
has always been thorny, because typically the browser actually just uses a 
platform-native widget and renders it in the page.
  Because of that, sometimes the native widgets don't support the rich 
rendering that a browser usually does, or the browser makers are not 
familiar enough with the native widgets to make them work effectively.

  The Devil's in the details.
