In the specific, there is a css-discuss Wiki at:

In my own words, I'd call it a shared repository able to be added to by (almost?) anybody.

In a discussion of "golden rules", there have been references made to
"wiki".  Pardon my ignorance here, but would you be kind enough to
enlighten me what a "wiki" is?
