Andy,
I took a look at your site in Netscape 4.5/Windows and it completely falls
apart. I can only see part of the top of the page. I second all the comments
about getting rid of the table, most especially for a government disability
site. I would suggest changing the design as needed so it can be accomodated
with CSS only rather than adding a table to accomodate the design. I assume
that Netscape 4.x support is required for a government site, so you'll need
to consider using a fairly simple design that will work in that browser (or
serve them a different design than other browsers get). For examples of
multi-column, CSS-only layouts that work in NN4 I suggest the following:
