Netscape 4 doesn't always understand the id selector. Try a class
instead.
And check the usual sources for NN4 compatibility/bugs. Particularly
<http://www.cs.tut.fi/~jkorpela/forms/present.html#bg> is highly
recommended reading for forms presentation in Netscape 4 (and other
browsers).
There's also the well-known pointers bug list,

comprehensive compitibility list at
