Nope. That wouldn't solve the problem of user style sheets, and it
would probably kill user adoption of such a browser. What happens if
you look at a document without a style sheet, or with a broken style
sheet, or with a style sheet that assumes sensible default values for
HTML elements? At most, I'd expect a "no default style sheet" option.
Not that I think it would be useful for HTML.
