[css-d] help with z indexes

Hello All... I am relativey new to CSS/DHMTL, but have created a site
using divs and z indices in a slide out menu.

Most of the pages work fine except when a form is involved... the slide
out sub menu doesn't cover the form... the code for the slide out piece
that doesn't cover the menu is:

 <div id="divThree" style="position:absolute; top:229; left:142;
visibility:hidden;z-index:1;">
menu detail
</div>

How can I correct this... the page is at

The problem can be seen on the left side when you mouse over "caucuses"
in the menu on the left hand side ... no matter what I change the
z-index to, there is no change
