[css-d] @import and why it's used

CSS list members,
I've been soaking in CSS for about two months now and have been absorbing as
much as I can. I am trying to code a site that will use CSS for all style
from 4.0 browsers forward.  I've read on this list and on various CSS sites
about using the @import hack for Netscape 4 browsers. I'm unsure about why
this is done. Is it purely to foil N4?
What does N4 not do that current browsers do with regard to CSS? What
elements do I need to rewrite from my current . CSS files that will not
display correctly in N4?
Your collective wisdom is appreciated.
