Yes, and have done for years. Having no MIME mapping for CSS is very weak
indeed. Complain at your hosting company.

Yes. Luckily this doesn't happen, partly because a good browser would
already know what the PUBLIC identifier '-//W3C XHTML 1.0 Transitional//EN'
referred to and so would not need to download the external DTD, but mostly
because current browsers are generally tagsoup munchers with no idea what
a system identitier is anyway.
