[css-d] points, pixels and <.br />

I'm still learning by trial and error how to use css, but am having a lot of
fun with it.  Someone stated a short time ago that it is better to use
percent, em, or pixels to define a font size and not to use pt.  Why is
this?

The other question is why are most using the forward slash after the br
within the tag <.br />?  I also see this done with hr.
