[css-d] Using Pseudo Elements in Conjuction

Does anyone know if it's possible to use two pseudo elements in conjunction 
with each other?

What I'd like to do is use the :hover and :before elements with each other.  
The idea is that when the user mouses over a link, a graphic or html entity 
appears just before the element.

I attempted to do this by adding :hover after my rule with no sucess.  Like 
this:

a.navigation:before:hover

Any ideas?
