Well, they are just another web resource with a URL - they should be
treated (and cached) just like any other resource :-)

With Mac IE (at least) it's the browser behaviour. It doesn't refresh
unless you set the browser Advanced/Update-pages option to 'Always' (or,
as you said, you refresh the CSS file or clear the cache explicitly).
I think both the IE and Moz/NS behaviour can be interpreted as being
correct (are you refreshing just the the URL of the page you're looking it
[IE], or the page and everything it links too [Moz/NS]).
