Just as I hit send, the question ocurred to me: what's the recommended 
method for including DOCTYPEs? Should we as developers download the 
specifications and host them locally? It seems like it would put a lot 
of load on the W3 servers if browsers continually hit them for the 

What about intranets, or closed networks? What's the behavior of the 
browser when a DOCTYPE is inaccessible? Do they recognize and use the 
DTD even if the associated URL is inaccessible?
