[css-d] Why is IE5/PC ignoring this?

I was whipping up a page template for someone:

and he noticed that in IE5/PC, no styles are rendered at all.

Any idea why? I had a similar problem before where IE5 was seemingly
ingnoring a random portion of my CSS, but in this case, no styles are
showing what-so-ever.
