Background images for element within MQ ?

If I understand you correctly, no.

You can do:
body {
  background-image: url('my300pximage.jpg');
}
@media and (min-width: 700px) {
  body {
    background-image: url('my700pximage.jpg');
  }
}

With sass you can do this:
body {
  background-image: url('my300pximage.jpg');
  @media and (min-width: 700px) {
    background-image: url('my700pximage.jpg');
  }
}
