I haven't found that to be necessary. I have used A links directly within a
container DIV, and styled the A's as block and with styling somewhat similar
to your effort. I didn't use a list.
My entire links are clickable (the whole rectangle block) even in IE. I do
not have a width declared on the A elements, but I do have a width declared
on the container DIV. I guess IE accepts that "display:block" causes the A's
to expand to fill the delared width of the parent DIV.
