Support is spotty (I don't know who supports what), but...

You can use CSS2's media types:
<http://www.w3.org/TR/REC-CSS2/media.html#media-types>
to specify whether it's intended for handhelds (Palm, etc. + cellphones)

There is also a proposed CSS mobile standard, which can be found here 
(it's basically a stripped down version of CSS2):
