[css-d] ALT attributes in CSS background images

OK, here's a solid accessibility question for you, and one that seems to
cause a furor of debate.

How do you properly provide descriptions of images that you have used in CSS
backgrounds to disabled users?

If the "alt" property was added to CSS, that might do the trick.
