[css-d] Converting News Site to standards -- HELP NEEDED

For the past while I've been trying to convince my boss that we should
convert out site to comply with the standards. He's now allowing me to put
together a mockup of our news site that complies with these standards.

The site is www.hollandsentinel.com and I'm using the 3 column layout from
realworldstyle.com. However I'm having a ton of trouble getting it to work.
I need to have things work in NN4.7+ and IE 5.5+ according to my boss.

I'm trying to mock up this page for my standard compliant template:

OLD DESIGN:

NEW CSS DESIGN:

What I need is help on making the NEW design look as close as possible to
the OLD design. What should I be doing different and how?????
