[css-d] I'm *so* close... (few minor css tweaks...)

It's me again. The Minnesota State guy that was bugging everyone last week.

Well, I spent the weekend at home with my beloved Mac testing all I could
to make it as browser-agnostic as possible.

It looks pretty good (again, thanks to everyone's help). It looked pretty
horrid in IE5 to start with, and I initially blamed IE5, but it turns out
IE5/Mac is a pretty strict browser and once I fixed a few of my omissions
(a few 'br clear="all"'s and some forgotten HEIGHT attributes) it's now
pretty much dead on.

So, the only remaining issues, which are admittedly quite minor (and if
anyone wants to take a stab at them) are:

1) (IE5/Mac) the custom image-bullets used for the second list ('external
links:' are hanging way to the left outside of the parent DIV. This is
the only browser is does this in, so I'm guessing it's a browser quirk.

2) (All browsers) I can't get the text in the navigation buttons to align
to the bottom of the DIVs. This is the only major thing bugging me still.

3) (Some browsers...NOT IE5/Mac) I can't seem to get the horizontal rule
in the nav box on the left to pick up styles in some browsers. It seems
to work perfectly in IE5/Mac. Speaking of HRs, should I be using a HR
between the H1 and the body text as opposed to what I am currently using,
which is an bottom border to the H1 div? Or does it matter?
