A problem on safari

I'm not clear exactly what Safari/WebKit is doing. From a quick look:   
the orange nav is 760px wide (on purpose ?), the wrapper (outer) is  
770px wide and Safari puts the #txtcol inside that 10px gap. Of course  
it overflows to the right.
